Mysterious City in China Was Fata Morgana Mirage

My first thought was that it was a reflection in the window, but this article says "Parts of the city came almost to a standstill as people stood in the street."
If we assume that is true (and the video is not faked in some way), I think it's most likely a Fata Morgana mirage, even though a loose translation of this article says "influence of widespread thunderstorms do not have the mirage of weather condition" which I take to mean that they are saying the conditions were convective, producing thunderstorms in Foshan, China, on the day in question, making a mirage unlikely because they require stable air.
One of the most convincing images I found showing a similar phenomenon was this photo. Most Fata Morganas involve the object being shown inverted, but note in these pictures that a small island was stretched vertically -- which almost makes it look like a skyscraper. Foshan (in the Guandong province) is a coastal city which looks out on small islands on the South China Sea.
